Cannabis as a plant, and its flowers and buds (popularly known as ‘Ganja’) are regulated as a “narcotic drug” under The Narcotic Drugs and Psychotropic Substances Act, 1985 (NDPS Act), but its leaves (popularly known as ‘Bhang’) seeds and fibres when separated from the plant, or when separated, are not regulated as a ‘narcotic drug’ under NDPS Act. The fibre of the plant which is used to make textiles is made from the stalk of the plant post extracting the fibre through a technique called retting. The provisions of the Act completely exempt the fibre and the uses of the stalk and can be freely be used for textile applications.
